PCM3 is born
PCM3 was founded and, within two months, received its first construction management contract from a small district in Ventura County — a project worth approximately $2 million in total construction value.
A second contract, and momentum
A second School District awarded PCM3 a contract with a construction budget of approximately $5 million, growing the firm's estimated backlog to $7 million in construction value by year-end.

Roughly three decades later, PCM3 has completed over 800 school construction projects with a combined total value of approximately $3.5 billion — and is considered one of the top construction management companies specializing exclusively in K–14 educational facilities in California.
Meet the management team
Senior construction personnel and executives experienced in every phase of the construction process.
Stephen Bachor has 32 years of experience in the construction industry, with management skills spanning development operations, review and evaluation of construction documents, competitive bidding, negotiations, purchasing, and schedule and budget control. A former Marine Corps Officer, he brings extensive leadership, discipline, and training excellence to PCM3's full-service construction management. Throughout his career, Mr. Bachor has built over 5,000 residential units and over 5,000,000 square feet of premier commercial and office space in the U.S. and Mexico.
Jeff Thrift is a Project Manager with a sterling record of success in school construction throughout many California school districts. An expert in Multiple Prime and Lease-Leaseback contracting, he provides effective onsite management and quality control across multiphase construction on occupied sites as well as new construction and site development. Mr. Thrift has 25 years of construction experience and is in his 13th year as a PCM3 employee, having worked in over five different school districts on projects throughout the state.
Sheri Phillips is a skilled Project Manager with impressive organizational and technical expertise in Mechanical, Electrical and Plumbing implementation. She has experience managing projects using Design Build, Lease-Leaseback, and Multiple Prime delivery methods, and holds a BS degree in Biology. Ms. Phillips' expertise in DSA closeout and certification of legacy projects is a major factor in the firm's success in forensic certification and remedial problem solving.
